Phoenix is known for its stunning desert landscapes and sunshine-filled days—boasting nearly nine months of beautiful weather each year. But that same warm climate also makes it a place where many people experiencing homelessness end up, seeking refuge from harsher conditions elsewhere.
Unfortunately, homelessness continues to grow in Arizona. According to the State of Homelessness Report from the Department of Economic Security, more than 14,700 people were experiencing homelessness in Arizona as of December 2024—a staggering 47% increase from 2019.
In Maricopa County alone, the Phoenix Rescue Mission reports that 37% of the homeless population are families, most often single mothers with children. The Mission has been on the front lines of helping these individuals, not just by offering food and shelter, but by providing real, lasting hope. One way they’re doing that? Through education.
A Partnership That’s Changing Lives
Back in 2015, the Phoenix Rescue Mission teamed up with with Smart Schools. Their goal was simple but powerful: give Mission residents the opportunity to earn a high school diploma.
Through this partnership, residents in the Vocational Development Program were able to access the Smart Schools online high school diploma program—opening doors that seemed to be long closed.
Michelle S., a 2018 graduate, shared her journey:
“Through Smart Schools’ online program, I was able to see the possibility of a diploma. English, done! Science, done! And OMG, Math. It took me six months to finish, and somehow, I even ended up taking a semester of Calculus—definitely not required, but I guess that was just God’s sense of humor!”
What the Numbers Say
Between 2015 and January 2025, around 132 individuals from the Phoenix Rescue Mission successfully earned their high school diplomas. Here's a snapshot of who they were:
Average time to graduate: 4.5 months
Average age: 32 (youngest was 19, oldest was 57)
Average credits needed at enrollment: 11
Average credits earned in the program: 8.5
Average grade: 76%
Gender breakdown: 15 women, 34 men
Over half of graduates identified as Hispanic or non-white
More than just stats, these numbers represent real people overcoming real challenges.

A Team Effort With a Big Impact

More Than a Diploma—A New Future
Earning a diploma is about more than a piece of paper—it’s about opportunity, confidence, and a fresh start. From an economic perspective, the impact is massive. According to data from the Arizona Mayors Roundtable, each high school graduate adds an estimated $422,000 in social and economic value over their lifetime. That means this partnership will aid in generating $20 million in benefit to the community.
But numbers aside, the real impact is measured in lives changed.
Thanks to this partnership, dozens of adults who once faced homelessness now have a high school diploma, a brighter outlook, and a reason to believe in themselves again.
